PROGRAMS DECLARED BY THE NATIONAL JOINT COUNCIL OF ACTION
Comrades, please note the programs given by the NJCA to protest the retrograde recommendations of 7th CPC. This is our responsibility to ensure success of these programs.
However, CGCC and Circle Unions have opined that the date 30th December may be a difficult one for operative staffs of post offices as this is the month-end. CGCC has suggested that if any division finds it difficult to hold the demonstration on 30.12.2015, they may observe it on 5th January 2015.

HOLD DEMONSTRATION PROGRAM TODAY AT THE CALL OF NJCA IN ALL DIVISIONS
As per the direction and call of National Joint Council of Action, demonstration is to be observed today (or 5th January 2016 if any division finds it difficult today --- as decided by CGCC West Bengal) to protest the retrograde recommendations of the 7th CPC and to settle the 26-point charter of demands submitted to the Cabinet Secretary by NJCA through its letter dated 10.12.2015. The copy of that letter is to be submitted to the Head of Office for onward submission to the Cabinet Secretary again.

Our comrades are requested to prepare a forwarding letter in the following format and submit it to Divisional/Unit Head enclosing the NJCA's letter and charter of demand. The content of the demands should be explained in details before today's gathering to reveal the anti-employee stance of the 7th CPC.

Sir,
As per the call of the NJCA, our organisations are holding the demonstration today to communicate our strong and vehement objection and protest against the anti-employee stance taken by the 7th CPC expressed through its recommendations.
Today's huge gathering is expressing its total solidarity and support to the 26-point charter of demands placed to you by the NJCA through their letter dated 10.12.2015, copy of which is enclosed hereto, and demands immediate settlement of each issue.
From today's demonstration, our organisations also resolve to participate in and observe all programs finalised by NJCA in this connection in future with full strength.
We hope that the Government will take up the matter immediately with NJCA to reach a satisfactory settlement within the specified timeframe to avoid confrontation with entire Central Government Employees.

BEING ON DUTY ON 01.01.2016 ---- WHAT YOU NEED TO KNOW
We have received some queries and confusions if one remains under leave on 01.01.2016, whether it is going to affect the benefits adversely due to implementation of 7th CPC from that date.
As per recommendation of 7th CPC, fixation of revised pay will be done on 01.01.2016. As per present ruling position, one has to remain on duty on the date of fixation of pay. So, it is advisable to remain on duty on that date. If one remains absent or in regular leave on 01.01.2016 (or even if this date falls under a period of leave), he/she would incur loss in benefit during fixation.

It was unanimously decided in the State Conference of Co ordination Committee of Central Govt. Employees and Worker's Union & Associations , West Bengal that all affiliate organizations will extend their solidarity and collect donations for Tea plantation worker of North Bengal. Co ordination Committee of Central Govt. Employees and Worker's Union & Associations requested all affiliate to do the needful . All Divisional Secretary of NFPE, West Bengal Circle are requested to collect money @ Rs. 20/- from departmental employees & @ Rs. 10/- from GDS & Partime workers & deposit the said money to the Circle Union as soon as possible.
We will reach a tea garden soon. It is expected to us that relief materials will be procured and handed over to the distressed workers within very short period.

CBS AND OUR REALITY ---- GENERAL BODY MEETING IN NORTH PRESIDENCY DIVISION
The expanding migration to CBS platform in our circle without proper infrastructure, network connectivity, back-office support and usual administrative reluctance towards ground reality has already become a nightmare to our staffs, especially to Group-C cadre.
North Presidency Divisional Group-C Union today arranged a special General Body meeting on the issue at 'Mulajor Bharatchandra Granthagar' at Shyamnagar. The number of presence of our comrades proved the relevance and necessity of the meeting. From Gr-C Circle Union, Com. Manoj Shaw, Bijan Chakraborty, Adhir Das, Sonachand Shil were present, while from Postmen & MTS Circle Union Com. Sukumar Mondal was also there. From Divl Administration, ASPOs, Belghoria Sub-Divn Monirul Islam was present all along.
The meeting was presided by Com. Sukanta Das, Divl President, Group-C. After brief introduction by our beloved leader Com. Debajyoti Gupta, Com. Bijan Chakraborty elaborated the backdrop of approval of Post Bank, its connection with CBS, its implementation which has turned out to be unprecedented exploitation and torture of SPMs, P.A.s and System Assistants. All details of the problems related to this issue were discussed in the Circle Conference also. Letter was issued by Circle Union to Chief PMG, Circle Conference also passed a resolution inviting administration cognizance to the problems. But Circle Administration is still ignoring it, so does the divisional counterparts. Circle Union is still trying to negotiate with Circle Administration. If nothing comes out within 17th January, strong program would be finalised from Circle Working Committee meeting convened on 18.01.2016.
Comrades present in the meeting also shared their experience and placed some effective suggestions, followed by Com. Adhir Das and Com. Manoj Shaw with relevant inputs. ASPOs, Belghoria Sub-Divn Monirul Islam gave patient hearing to all deliberations and briefly addressed the gathering assuring all to convey the problems to Divl SSPOs. Circle Union is thankful for contributions of the speakers, especially of Comrades Pralay Malakar, Arindam Roy and Arindam Konar. The response and success of today's meeting shows that North Presidency Division has started to shake off some weaknesses grown in our organisation there in last few years. A new wave of trade union movement is forming and we are hopeful that the glory of the division would come back soon, which was inspiration for many new comrades of yesteryears.
We would also advise all divisions to please give a consideration whether such a program on CBS is required in their place as well. We are of the opinion that it is high-time for holding such a meeting and strengthen the sharing between members and leadership.

Shiv Gopal Mishra, Secretary, NJCA addressed the meeting. He nicely described the present position of 7th Pay commission and our task. The Central Trade union leaders, Com. Dipak Dasgupta (CITU) , Com. Ramen Pandey( INTUC) and others addressed also the meeting and they have given assurance to support us in this matter. Com. One urgent meeting of NFPE group of Union, West Bengal Circle with Circle Office Bearer & Divisional Secretaries surrounding Kolkata held on 25.01.2016 at Tarapada Memorial Hall. Com. Anwesa Biswas, Com. Sanatan Das, Com. Bijay Gopal Sur & Com. Goutam Kundagrami Circle Secretary Gr-C, Postman & MTS, GDS-NFPE & Parttime, Contingent paid, DRM respectively & Divisional Secretary/ Office Bearer of North Kolkata, South Kolkata, Howrah, North Presidency, South Presidency, RLO, Alipore, PSD-Kolkata, Central Kolkata, South Hoogly, Foreign Post, Kolkata GPO, East Kolkata, Barabazar with Circle Office Bearer were present the said meeting.
Decision of the meeting are as follows:-
1. Four hours ( 1 PM to 5 PM) dharna will be held in front of Yogayog Bhawan on 29.01.2016 demanding implementation of CBS with proper infrastructure, Proper functioning of Parcel Hub, Recruitment of all vacant post including GDS, Regular payment of wage at revised of Parttime Contingent paid. All Divisional Secretary & Circle Office bearer are requested to make the program grand success with huge gathering of staff/members. Pensioner's Association , Small Savings Agents Association are also approached to participate the program.
2. Extended Circle Working Committee meeting of Gr.-C, Postman & MTS, GDS-NFPE will be held on 9.02.2016.All Divisional Secretary & Circle Office Bearer are requested to book the ticket to attend the said meeting.

CORE BANKING IN POSTAL DEPARTMENT : BLISS OF TECHNOLOGY BECOMING NIGHTMARE FOR STAFFS
Core Banking Solution is a real bliss for the investors in financial sectors. Banks in our country has implemented it over the years, with proper infrastructure and training. Our department is also implementing it, without planning, without infrastructure and with inadequate training. The administration of West Bengal Circle has decided to show a deaf ear to the cries of the staff. Circle Union wrote letters, demanded discussion and reasonability. Nothing has turned out yet.
As per the decision of Circle Unions, join the sit-in demonstration in front of Yogayog Bhavan tomorrow from 1 P.M. to 5 P.M. to protest against manner of implementation of CBS, unscientific experiments with parcel hub, inaction on recruitment issue and payment of Part-time workers.
Come and join to demonstrate en masse he anguish and grievance against the unilateral action of Circle Administration.

A successful 4 hours Dharna ( 1 PM to 5 PM) in front of Yogayog Bhawan, O/O the Chief Postmaster General, West Bengal Circle has conducted today i.e. 29th January'2016 by NFPE group of union, West Bengal Circle against implementation of CBS/CIS/Parcel Hub without proper infrastructures, non filling of GDS post, Non payment of Arrears to part time casual and contingent paid workers and other burning issues. Pensioner co-ordination and Small Saving Scheme Agent Association has also participated in this dharna program.All leaders of NFPE , The Co-ordination Committee of Central Govt. Employees' and Workers Union and Association, West Bengal , Pensioner Co-ordination Committee and Small Saving Scheme Agent Association addressed the dharna meeting. They nicely described the problem.
