Information regarding All India Conference of AIPEU, Gr. “C”, to be held on and from 06.08.2017 to 08.08.2017 at Bangalore.

       Some Divn. / Branch Secretaries are asking the name of railway station, for which they are to book their tickets for AIC of Gr. “C” to be held on and from 06.08.2017 to 08.08.2017 at Bangalore under Karnataka Circle. In this connection, it is intimated that they can book their tickets for Bangaore City Jn. or Yashwantpur station as the case may be. Bangalore City Jn. and Yashwantpur is like our Howrah / Sealdah Station. The Venue is ½ KM  away from Bangalore City Jn. and 3 KM away from Yashwantpur Railway Station.  
       You may be book your tickets for Yashwantpur in 12245 (Duranto Exp) or for Bangalore City Jn. in 22817 (Mysore Exp) on 04.08.2017.

LET  THE  VOICE  OF  PROTEST  AND  GRIEF  BE  DOMINANT : HOLD  DEMONSTRATION  AND  SUBMIT  RESOLUTION  AGAINST  THE  TRAGIC  END  OF  LIFE  OF  LATE  COM. ABHIJIT ROY

     By now, comrades of every corner of West Bengal Circle have become aware of the situation under which our Comrade Abhijit Roy drew the final curtain on his journey of life just a week before. A person who always kept his smile on his face and expected a smooth retirement from department only after 4 years, had to commit suicide due to continuous humiliation at office, Rathtala P.O. in North Presidency Division, a single-handed CBS S.O. where he was posted without CBS training. 

      He tried his best to learn and cope himself up with the work by taking leave and attending other offices to be knowledgeable with Finacle, but finally couldn't and departed forever, leaving a suicide note wherein he clearly mentioned the situation of the office as the factor of his deep depression.

    The Divisional Administration was aware as he made requests over phone to get him transferred. Before tenure memo, he opted for transfer in either of the two H.O.s in his division (Belghoria or Barrackpore), but was posted as SPM, Rathtala without CBS training beyond his options which has become a common administrative practice in almost all divisions in our circle nowadays. As usual the administration turned deaf ears to him, an ASP had even reportedly foul-mouthed him over phone a couple of days before the fateful morning, and our comrade could not bear it any more.

    Resentment, anger, grief and hatred for this incident to this administration are all we have now. We have already a program on Tuesday, 23.05.2017, to hold a demonstration in all divisions in support of the Dharna in front of the Finance Minister's office, the Circle Unions have decided to express our protest against the above incident also through that program on Tuesday and submit a resolution.

    All divisions are requested to hold the program and send the resolution to the Chief PMG, Regional PMG and Divisional Head in the following format.

RESOLUTION  dated  23.05.2017  
     This mass demonstration of the above unions sternly condemns the administration in West Bengal Circle where a general policy of tormenting and torturing the staffs psychologically has been adopted denying all legitimate rights and facilities, which has undoubtedly contributed to the death of late Abhijit Roy, ex-SPM, Rathtala S.O., North Presidency Division. 
     This demonstration takes a serious note of the fact that ignoring the options of staffs during transfer posting and other requests for consideration and issue arbitrary orders have become a common practice almost in every division and now appears a cherishable administrative event. 
    This demonstration resolves to demand that immediate inquiry should be started against the concerned officers who denied to consider option of the deceased staff and posted him in a single-handed CBS office without training. Suitable proceedings against them should be initiated in no time.  
     It is further resolved to send a message of alert to the administration that if such situation continues and staffs of the department are subjected to such atrocities in this circle, an unprecedented wave of trade union movement will be launched circle-wide and the administration of all tires will remain responsible for consequences.

INTENSIFY STRUGGLE AGAINST NPS
CONFEDERATION OF CENTRAL GOVERNMENT EMPLOYEES & WORKERS
AND
ALL INDIA STATE GOVERNMENT EMPLOYEES FEDERATION
JOINTLY ORGANIZE
NATIONAL CONVENTION ON NPS
ON 10th June 2017 Saturday


Time – 2 PM to 6 PM

Venue:   MPCU SHAH AUDITORIUM, CLUB ROAD, LUDLOW CASTLE, CIVIL LINES, DELHI – 110054 (Near Civil Lines Metro Station)


About 1000 delegates from all affiliates/states will participate.
As per the decision of the joint meeting of Confederation and AISGEF, it is decided to organize a National Convention on NPS (Contributory Pension Scheme) at New Delhi on 10th June 2017 at MPCU Shah Auditorium from 2 PM to 6 PM. The main intention of the National Convention is to intensify the struggle against the NPS (Contributory Pension Scheme) and also against large scale outsourcing of Government functions. Eventhough initially the convention is organized by Confederation and AISGEF only, many other like-minded organisations in many public sector undertakings like Banks, Insurance, BSNL, Pensioners organisations etc. shall join the struggle in future and efforts are on to make it a bigger platform and biggest movement against the NPS and outsourcing which are imposed as a part of policy offensives of those Governments implementing neo-liberal reforms.


Out of 1000 delegates AISGEF will mobilise 650 and Confederation 350. All affiliates organisations and C-O-Cs of Confederation shall mobilise delegates from all states. Major organisations shall mobilise maximum (NFPE – 100, ITEF-50, Audit-20, Civil Accounts-20, Atomic Energy-10, Ground Water Board-20, others – 5 each, C-O-Cs-Delhi – 50 others – 5 each). Please start the mobilization and campaigning now onwards to ensure participation of delegates as per the above quota from all organisation and also from all states.

Hence, NFPE Group of unions, West Bengal Circle has decided to ensure participation of at least 2 new comrades (who are under New Pension System) form each Divn /Branch in this convention in New Delhi. Tickets of Poorva Exp on 9th June may be booked so as to reach on 10thJune (morning) in New Delhi. Convention will continue till 6.00 PM. Return tickets should be booked on 11th June. Circle Union will arrange for accommodation on cost basis, if Divn / Branch confirm within 5thJune. Divn / Branch Secretaries are requested to take it seriously.

MASS DHARNA IN FRONT OF FINANCE MINISTER’S OFFICE A RESOUNDING SUCCESS

ABOUT 3000 CENTRAL GOVERNMENT EMPLOYEES AND PENSIONERS RALLIED IN FRONT OF NORTH BLOCK, THE CENTRE OF GOVERNANCE OF GOVERNMENT OF INDIA
AN OUTBURST OF PROTEST, ANGER, RESENTMENT AND DISCONTENTMENT AGAINST THE BETRAYAL OF NDA GOVERNMENT



The mass dharna organized in front of Union Finance Minister’s office at North Block, New Delhi was a thundering success. Inspite of repeated intervention of the police authorities and also denial of police permission in the last minute, employees and pensioners poured in thousands from all parts of the country and defeated the attempt of the authorities to prevent the Confederation from conducting the dharna at the declared venue, North Block, the centre of governance of Govt. of India. About 3000 employees and pensioners participated. As South Block and North Block are highly protected security zone in Delhi, during the last more than 15 years, no agitational programme could be organized near South/North Block. The dharna participants included employees from various affiliates of Confederation, Central Government Pensioners Associations, Autonomous body employees and pensioners. As a mark of solidarity and support of Central Secretariat employees, the leaders of Central Secretaries Employees Associations also participated in the mass dharna. The demands raised in the 21 point charter of demands of Confederation submitted to Government during the 16th May 2017 strike was highlighted. The demands included honour assurance given by the Group of Minister’s on 30.06.2016 to NJCA leaders, Increase minimum wage and fitment formula, grant revised allowances including HRA and Transport Allowance from 01.01.2016, Implement option-I parity recommended by 7th Pay Commission for pre-2016 pensioners, Implement positive recommendations of Kamalesh Chandra Committee Report on GDS and grant Civil Servant Status to Gramin Dak Sevaks, Regularise casual, Part-time, contingent, daily-rated and contract workers and grant equal pay for equal work, implement pay revision of Autonomous body employees and grant revised pension and Dearness Relief to Autonomous body pensioners, withdraw stringent conditions imposed on MACP promotions, Scrap PFRDA Act and withdraw NPS, stop outsourcing, Fill up all vacant posts, remove 5% condition on compassionate appointments, upgradation of pay scale of LDC/UDC, parity in pay to stenographers, Assistants, Ministerial staff in subordinate offices and in all organized accounts cadres with that of Central Secretariat staff etc.

The mass dharna programme was presided by Com. K. K. N. Kutty, National President, Confederation. Coms: M. Krishnan, Secretary General, Confederation, R. N. Parashar, Secretary General, NFPE, Asok Kumar Kanojia, President, ITEF, Tapas Bose, President, Audit & Accounts Associations, R. Seethalkshmi, Convenor, Women’s Sub Committee, M. K. Kaushik, Ghanashyam, Central Secretariat Employees Association, Worlikar, National Federation of Atomic Energy Employees, Srikrishna Sharma, Central Government Pensioners Association, Rajasthan, Jaipur, Giriraj Singh, President, NFPE & COC Delhi addressed the huge gathering. Com. Vrigu Bhattacharjee, Secretary General, Civil Accounts Employees Association & General Secretary, COC Delhi welcomed the dharna participants and Com. Geetha Bhattacharjee, National Secretariat member, offered vote of thanks. The mass dharna commenced at 11 AM and concluded at 2.30 PM. Slogans condemning the betrayal of the Group of Ministers were shouted. 
The successful mass dharna once again proved that it is Confederation and Confederation alone is dare enough to fight against the betrayal of the NDA Government and also against all injustices meted out to the Central Government employees and Pensioners. The unprecedented success of the 16th March 2017 one day strike and the 23rd May 2017 mass dharna programme is a clear message to the Government that Confederation shall not rest, till the genuine and justified demands of the Central Government employees and Pensioners are settled.
Let us march forward to our next programme i.e; HUMAN CHAIN of Central Government Employees and Pensioners in all major cities in front of all important offices on 22nd June 2017.

Successfully completed joint Divn conference of Bankura Divn.

Today joint Divn conference of AIPEU, Gr. "C", Postmen & MTS and GDS, Bankura has been completed successfully at Banga Vidyalaya, Bankura. Com Swarup Roy, President P3, Com Tirtha Nath Dey, President P4 and Com Joydev Kundu President GDS Union presided over the open session. Com Tapan Dasgupta, Jt. Convenor, 12th July Committee and our respected leader inaugurated the open session. He nicely described the present situation and our task in his speech. Near about 600 Comrades including 50 women Comrades are present in the conference. On behalf of the Circle unions, Com Annwesha Biswas, C/S P3, Com Manoj Shaw, Financial Secretary P3, Com Sanatan Das, C/S P4, Com Pranab Das, Treasurer P4 and Com Tapan Bharati, Treasurer GDS Union were also present in the conference. After closing of open session, delegates session was started in separate hall. Circle leadership were addressed the delegate session.

      The Bi-ennial conference of AIPEU , Gr C , Postman & MTS and GDS , Parttime Contingent paid, Contai Division has been completed with grand success on 27 & 28 May, 2017 at  Pataspur Harocharan Vidyapith , Pataspur, East Medinipur. Com Durgapada Kamila, President , Com Swapan Shit,  Com Jagannath Samanta and Com. Prahallad Patra,  presided over the open session on 27th May evening.  Our respected leader Com. Sibsankar Ray, ex convenor , 12 th July Committee & P&T movement has inaugurated the open session. On behalf of Circle unions Com Adhir Das, Astt Circle Secy, Com Bibhas Ghora , Asstt Circle Fin Secy , Com Sukumar Mandal,  Circle President Postman and MTS, Com Bikash Raj, Vice president Circle GDS union were also present & addressed the  in the conference . About 530 comrades including 40 women are joined the conference. One nice  Rally was organised on 28th May morning covering the Pataspur town  & village area by the  Reception Committee with delegate,  visitor, guest & Circle leaders.

 Zonal Meeting of Presidency Zone held on 4th June 2017 at Krishnanagar HO under Nadia North Dn. Com Ashoke Kumar Mondal,  hoisted the Red Flag of NFPE. Then leadership paid tribute respectful homage on Marty's column. Com. Com. Subhas Chakraborty, Dy General Secretary, AIPEU, Postmen & MTS (CHQ) & West Bengal Circle inaugarated the meeting. Com. Ashoke Kumar Mondal, President Postal Workers Union, Nadia South, Sukumar Ghosh(Secretary, GDS, Birbhum ), Chintaharan Das(Secretary, Postman & MTS), Bijaykrishna Pandit  (Secretary, Gr-C, Mursidabad ) presided over the meeting. Com. Dipankar Mondal & Adhir Das Zonal Convenor  placed the draft report before the house. 14 (Fourteen) Comrades of different Divn took part on discussion and all comrades stressed on cadre related issues, strengthening GDS organization as well as our NFPE as a whole.  Com. Tapan Bharati, Financial Secretary, GDS West Bengal Circle also addressed the meeting. More than 100 comrades of all cader including Divisional Secretary attended the said meeting. Issue of GDS  , latest position of 7th Pay Commission, review of 16th March 2017 Strike, Membership verification , Next Circle conference of West Bengal Circle, Next AIC of Gr-C, Cader related problem have been discussed in the meeting.

          Joint Biennial Divn Conference of AIPEU, Gr. "C", Postmen & MTS, GDS, and PWU Burdwan has been completed successfully on 11.06.2017 at Godhulibala Reception Hall, Gangpur, Burdwan. Com Joytirmay Nandi, Com. Adideb Chakraborty, Com. Biswanath Bhattacharya and Com. Sambhunath Bhattacharya presided over the open session. Com Annwesha Biswas, Circle Secretary, Gr. “C”, inaugurated the open session. He nicely described the present situation and our task in his speech. Com. Arup Chakraborty, Dist. Secretary, CGCC, Burdwan Dist. also addressed the open session. Near about 600 Comrades including 40 women Comrades were present in the Conference. 2.    Implementation of positive recommendations of GDS committee Report. Grant of Civil Servant status to GDS.
3.    Membership verification of GDS and declaration of result of regular employees membership verification.
4.    Stop all types of harassment and victimization in the name of new schemes and technology induction and under contributory negligence factor and Trade Union victimization.
5.    Payment of Revised wages and arrears to the casual, part-time, contingent employees and daily rated mazdoors as per 6th& 7th CPC and settle other issues of casual labourers.
6.    Stop Privatization, Contractorization and outsourcing.
7.    Implement Cadre Restructuring for left out categories i.e. RMS, MMS, PACO, PASBCO, Postmaster Cadre Postal Accounts etc. and accept the modifications suggested by Federation before implementation of cadre restructuring in Postal Group ‘C’.
8.    Provision of CGHS facilities to Postal Pensioners also as recommended by 7th CPC.
9.    Withdraw NPS (Contributory Pension Scheme). Guarantee 50% of last pay drawn as minimum pension.
10.  Implement five days week working for operative staff in the Postal department.

Divn. Conferences of Gr. “C”, Postmen & MTS and GDS, Hooghly South Divn — held sucessfully.

 Conferences of AIPEU, Gr. “C”, Postmen & MTS and GDS, Hooghly South Divn held on 18/06/2017 at Konnagar, Hooghly. Com. Bijoy Gopal Sur, All India President and Circle Secretary,   GDS union hoisted the Red Flag of NFPE and other flags have been hoisted by respective Divn. President. The leadership paid floral tribute and homage on martys’ column.
      Joint inaugural session of the conferences held at Konnagar High School, Konnagar, Hooghly.The open session has been started with beautiful Mass songs. Com. ParthDasgupta, President, Gr. “C”, Com. SuprakashSrimani, President, Postmen & MTS and Com. DinabandhuBhar, President, GDS presided over the open session. Near about 600 Comrades including 50 women were present in the conference. Com. Pijush Roy, General Secretary, CGCC inaugurated the open session. He nicely described the present scenario and our tasks. Com. DilipMukhopadhyay, Joint Convener, 12thJuly Committee, Hooghly Dist. also addressed the open session.
      In open session, Divn. Unions felicitated three students, Sri AnirbanKhara, stood 2ndin Madhyamik in West Bengal, Sri Tanmoy Banerjee, secured 90% marks in Madhyamik and Sri SurojitGenri secured 91% marks in Higher Secondary. In addition to this Divn. Unions donated a sum of Rs. 10000.00 (Rs. Ten thousand) to the family of Com. Samarendra Prasad Choudhary, GDS Stamp Vendor, Hindmotor SO, who died of cancer. On behalf of Circle Unions, Com. Asit Das, Ex-Dy. General Secretary (CHQ) and Ex-Circle Secretary, SBCO, Com. JanardanMajumdar, Dy. General Secretary (CHQ) and Circle President, Gr. “C”,  Com. Annwesha Biswas, Circle Secretary, Gr. “C”, Com. Manoj Shaw, Financial Secretary, Gr, “C”, Com. BibhasGhara, Asstt. Financial Secretary, Gr. “C”, Com. Bijoy Gopal Sur, All India President and Circle Secretary, GDS, Com. Subash Chakraborty, Asst. General Secretary (CHQ) and Dy. Circle Secretary, Postmen & MTS, Com. Pranab Das, Treasurer, Postmen & MTSand Com Deb Kumar Chattopadhyay, Divn. Secretary, BurdwanDivn. were present in the Conference.   
     Delegate session started in three separate halls. Divn. Secretaries placed the draft report and Treasurers placed the audited accounts in each house. Many comrades took part on discussion on organizational review and audited account. Circle leadership addressed the delegates session. Divn. Secretaries have given the replies on all points raised by the delegates. Finally, Conference ended with the oath to strengthen our union specially NFPE as a whole. It also made commitment to success all ensuing programs of NFPE/Confederation.

Successfully completed Divn. Conference of Postal Workers’ Union, Central Kolkata Divn. 

      Divn. Conference of Postal Workers’ Union, Central Kolkata Divn. has been completed successfully at Park Street HO on 24.06.2017. Com. Janardan Majumdar, Dy. General Secretary (CHQ) and Circle President, AIPEU, Gr. “C”, hoisted the Red flag of NFPE and Com. Paritosh Dutta, President, Postal Workers’ Union, Central Kolkata Divn. hoisted the Red flag of Postal Workers’ Union. Then leadership paid floral tribute and homage on martys’ Column.
